K2SP 3615 - Cooperation and cultural diplomacy : challenges and perspectives

The course will focus on defining cultural diplomacy and presenting the theoretical and practical issues of international cooperation policies. In particular, it will question cultural diplomacy today in a context of international relations marked in particular by increased competition between States and other actors in international relations (infra and supra-state) and the models used. It will examine the discourses and practices of cultural diplomacy by different states and stakeholders as well as the tools mobilized or to be mobilized. While the very principle of the effectiveness or relevance of cultural diplomacy is challenged, the course will examine the different points of view and their ideological and practical foundations. The course will also confront the theoretical notions of cultural diplomacy with real-life situations.
