K2SP 3455 - Policy Making : Design, Management and Evaluation

This course presents the main approaches and instruments of policymaking at the different stages of the process: from design to evaluation through management and implementation, monitoring and public innovation. It aims to develop skills to critically understand such processes as well as to provide a set of tools necessary for policy making in a context of deep transformation of the public action, which includes growing financial constraints, enhanced scrutiny, reinforced performance and impact evaluation, the imperative of citizen engagement or the need to move towards more open and digital governments. The sessions seek to illustrate key theoretical concepts through the discussion of case studies borrowed from OECD and central governments empirical experiences in different fields such as development, fiscal policy, science, technology & innovation (STI) or territorial policies. Each session combines theoretical input with practical information provided by professionals (OECD, World Bank, government agencies, etc.) and student-led workshops.

Workload for the class includes in class presence and active participation during the sessions (interactions with the guest speakers, presentation of the workshops), preparation for the final case study and research for the preparation and submission of the policy note.
No formal prerequisite. However, the course will refer to basic knowledge in politics, public policy analysis, political economy and management, therefore students may need to review or study some of these concepts by themselves.
Spring 2024-2025
Course validation is based on two grades: - a collective grade based on the completion and presentation of an in-group practical case (8- 9 students) during the last session of the course (40 %) - an individual grade based on the preparation and delivery of a 3-page Policy Note (1 200 words) on a subject of the student's choice, reusing concepts and operational tools from the course (60 %)
The course alternates between an initial presentation of the theoretical foundations of the subject and, in the second part, either a more in-depth analysis by a guest speaker or a practical case study in a sub-group workshop. In the last session, the students are working in groups of 8-9 on a concrete policy case: they prepare and submit to a jury critical solutions and strategic recommendations to meet the challenges along the policy-making process of the case.
