Global migration governance relates to policies, standards and mechanisms developed at the international level by states and international organizations. This course unveils the dynamics and tensions underlying migration governance with a focus on the UN, its main agencies and instruments. It analyses the UN treaties governing migration, as well as the various intergovernmental processes established during the last decade and the role of the UN Global Compact for Migration. After an introduction on the general notion of global migration governance, the course will be composed of three key parts addressing respectively the normative, cooperative and institutional frameworks of global migration governance. The overall objective of this course is to grasp the complexity of global migration governance and develop a critical understanding of the key policy and legal issues at stake.
The evaluation for this course is based on: - class participation (10%): students are expected to actively participate to the course and, in this view, prepare for each session in advance by reading the required compulsory readings - a mid-term exam (40%): this 2-hour exam will take place in class and consist of two questions, of which students will have to respond to one. - a paper (50%): the topic must be approved by the professor before the mid-term exam and a list of possible topics will be distributed during the first class. Deadline: two weeks before the last class at the latest. Word limit: 2'000 words.
