BMET 22A45 - Public Policy: From Theory to Practice
Public policy plays a crucial role in political research and reveals the competence and ability of public institutions, including governments, Nation-States, and public organisations. Thinking about policies invites us to investigate the forming of a question with public concerns, the making process of public decisions, the carrying out of political decisions on the ground, and the function of the entire administrative system. Developed in the post-war era, policy analysis has been enriched by both empirical and theoretical studies and become a key to understand organisational management, government action, and public governance.
Based on case studies, the workshop will be organised around a core and common practice in the field: policy briefing. It is a useful tool for all policymakers (or more generally, decision-makers) to inform, argue, compare, and advise on a given topic in order to help in making decisions. Policy briefing is widely used in governments, research institutions, think tanks, and consulting firms. Through real-life case studies, the workshop aims to familiarise students with basic policy analysis frameworks and develop their problem-solving and critical thinking abilities. The workshop introduces undergraduate students to public policy as an independent sub-discipline to prepare them for further studies.

At the end of the course, the student is expected to :
1. Acquire basic knowledge and frameworks of policy analysis.
2. Acquire fundamental skills in drafting structured policy briefs.
3. Develop abilities to analyse a given policy from different perspectives.
4. Familiarise with oral briefing especially when facing public inquiries.
