KGLM 2235 - Land Value Capture Policies in Comparative Context

This course focuses on the mechanisms, potential, and challenges of land value capture. We will examine the politics, equity, and efficacy of the four main approaches: property and land taxation, real estate transfer taxes, betterment levies, and development charges. The course will highlight the challenges and tradeoffs of these mechanisms using examples from several international contexts - Brazil, the US, Mexico, Hong Kong, Ethiopia, and France. Students will be expected to prepare a brief case study evaluating an instrument of land value capture in terms of equity, efficiency, and political popularity.
