CSPO 24A13 - The European Green Deal - will the EU make it real?
The purpose of this course is to introduce students to the European Union's Green Deal. The course will provide students with an overview of environmental, climate and energy policy in the EU: the origins, their development over time and the current challenges. It will also touch upon industrial and innovation policy as well as the EU budget where relevant. To deliver this goal, the course will examine key components of the current EU legislative framework (e.g. the EU Emissions Trading System, ETS), the dynamics of EU policy-making and negotiations in this space, and - in the context of the ongoing political negotiations on the 'Fit-for-55' package - consider collectively what future these policies should take. In doing so, the course will also consider the opportunities and risks associated with further EU integration in this area. The course assumes a basic understanding of the EU's history, institutions, and legislative / policy processes.
