OAFP 7095 - The Evolution of Child Protection Policies in the Context of Global Challenges and Transformations

Students will learn both the fundamentals of child protection systems in Europe and the way international humanitarian work incorporates child protection mechanisms in developing countries. Students will learn how the supranational governance of humanitarian organizations, the EU and states construct their child protection policies and set political agendas. The seminar combines conceptual tools, historical insights, and empirical evidence to investigate the evolution of child protection policies in the context of economic, environmental and security crises and will be divided in two modules: I: European child protection political agenda and II. International humanitarian work and child protection policies. Classes will be partly discussion-based and will include moderated group debates and student oral presentations. On completion of this course, students will gain practical skills and strategies to policy related issues from firsthand experiences in service delivery and policy-making.

Oral Presentations (40% of overall grade). ● Part 1: Each session there will be a student who will be responsible to present the compulsory article of the week or any other important news in regards to the topic of the session (10min max). You can either use the template for analyzing the logic of an article that I will distribute during the 1st seminar or present using your own structure. ● Part 2. Students, working collaboratively in groups of two, will be assigned to prepare and give an approx. 15-20-minutes presentation on a question connected to the topic of that session. Students must present and critically assess the most important arguments related to the topic of the presentation. Acquiring public speaking skills is a fundamental part of the assignment. Please keep in mind, that a summary of the presentation along with a bibliography should be distributed to the class before the beginning of the next session. The rest of the class will be responsible to prepare questions. This is the time to discuss all notions covered in the lecture. Mid-term Exam (30% of the overall grade). Students will be asked to create list of recommendations towards the European commission on how to improve one of the analyzed case studies (until session 6) in class (2-pages answer maximum). Final exam (30% of overall grade): One 10-page term paper that should deal with a controversial issue of contemporary child protection policy. The assignment will take into account the quality of the empirical research driven throughout the semester (including interviews). Double spaced 12 pt., at least 3 references to textbooks or articles. Term paper due on the final day of class.
