OAFP 6585 - Water(s) governance: From commodification to commons, challenges in the Global South
Full course title: "Water(s) governance: From commodification to commons, challenges in urban and rural contexts in the Global South".
The seminar addresses the issue of governing water(s) as services and resources in urban and rural contexts in the Global South with case studies from Africa and Asia. Many travelling models (community based water management, public private partnerships, integrated water resource management, off grid models) elaborated at the global scales have impacted water public policies in the Global South in the context of international aid. The focus on achieving Sustainable Development Goals (2015-2030), especially SDG 6, has to be questioned. The seminar will first present and discuss conceptual frameworks (commons and communing approaches, economic anthropology, political ecology, etc.). By discussing different case studies in urban and rural contexts, the seminar will analyse the impact of these travelling models on water public policies in the Global South and the diversity of water governance models according to the institutional and political contexts.

-Readings for case study analysis and oral presentation ;
-Readings for the final written evaluation (presentation and discussion of the case study they presented during the class).
No prerequisites.
Autumn 2023-2024
Group presentation of a case study during the class (oral evaluation).
Written paper with discussion of the case study, applying one of the conceptual frameworks introduced during the class.
The 2 first classes will present elements of context.
Then 2 classes will focus on conceptual frameworks (Institutional analysis, Commons, Political Ecology).
4 classes will be presentations of case studies by the students (groups).
3 classes will be presentations made by guest lectures on specific approaches to water governance (gender issues ; commons and water resource management ; and water access in precarious urban neighbourhoods.
1 class will conclude the seminar.
