K2SP 3455 - Policy Making : Design, Management and Evaluation

This course presents the main approaches and instruments of policymaking at the different stages of the process: from design to evaluation through management, implementation and monitoring. It aims to develop skills to critically understand such processes as well as to provide a set of tools necessary for policy making in a context of deep transformation of the public action, which includes growing financial constraints, enhanced scrutiny, reinforced performance and impact evaluation, the imperative of citizen engagement or the need to move towards more open and innovative governments. The course will seek to illustrate key theoretical concepts through the discussion of case studies borrowed from OECD and central governments empirical experiences in different fields such as development, fiscal policy or territorial policies. Three guest lecturers will intervene in the sessions to share their experience: Ivan STOLA, Policy Analyst at OECD; Rene OROZCO, Economist at OECD, Development Center; Andres SANABRIA, Economist at OECD, Regional and Rural Development unit. Students will actively participate in the class by working in small groups (2-3) to deliver oral presentations and work on a practical case study.

No formal prerequisite. However, the course will refer to basic knowledge in politics, public policy analysis, political economy and management, therefore students may need to review or study some of these concepts by themselves.
Spring 2021-2022
Grading will be based on three types of rendering: Oral presentation (team-based, 30%) Delivery of a policy note at the end of the semester (individual, 40%) Practical case study prepared in groups during the last session (team-based, 20%) Active Participation (individual, 10%)
The class is based on a complementary team of 5 lecturers who all have a practical experience of policy making in central governments and international organizations (OECD). Class sessions will follow the stages of the policy making process: from design to evaluation. Each session combines theoretical approaches and practical examples provided by both concrete illustrations and contributions from the team of lecturers. two tandems of students will open each session with an introductory oral presentation on a topic related to the session. The final session will be devoted to a case study, where students will apply the different notions of the class to develop a set of policy recommendations based on an OECD country/region assessment.
