Although energy was at the heart of the premises of the European project in the 1950's with the European Coal and Steel and Euratom Communities, the European energy policy remained governed by national regulations until the 1990s when decisive action was launched to create an integrated and interconnected European energy market. With climate change at the forefront of the political agenda since the beginning of the 2000s, decarbonising the European energy system required development of appropriate rules to incentive the development of renewables and increase energy efficiency while adapting the development of the market to intermittent sources and continuing to ensure security of supply through regional cooperation. The 2015 political project of an Energy Union provided a holistic framework and governance to the energy transition, which is now part of a broader and ambitious European Green Deal.

Basic understanding of the EU institutions and of the EU decision making process.
Spring 2021-2022
An individual paper on the action of one Member State (to be chosen by the student) on a specific energy issue (to be chosen by the student) and its contribution to EU energy and climate objectives
Debates in small groups on controversial European energy issues (to be chosen among a set of proposals by the teachers).
The two teachers will alternate to deliver ten lessons starting with a historical overview of European energy policy up to the strategy of the European Green Deal, and organised around the three objectives of the energy trilemma (sustainability, affordability and security). These lessons will be followed by two sessions of students debates. In parallel, students will prepare their individual papers and their group's debate with the support of the teachers.
