KETU 2185 - Sanctuary cities : the case of Santa Ana, California
In January 2017, the city of Santa Ana, California, became one of the newest cities to pass a sanctuary city resolution and legal ordinance. The national and local media coverage of Santa Ana following the passage of its Sanctuary City Ordinance both revered, and criticized the city as having passed one of the most ambitious sanctuary ordinances in the country. At the same time, the Trump administration's targeting of sanctuary cities has brought them to the forefront of the country's political debate. With a shift toward more restrictive immigration policies at the national level, American sanctuary city policies represent an innovative response by local jurisdictions exercising their role within the laboratory of federalism.
Within this case study, students will work in groups, representing the different actors involved in the sanctuary movement (the city council, activists, police, media, etc.) to analyze the discourse, negotiation strategies and power relations utilized in order to pass a sanctuary city resolution. Students will be able to compare the case of Santa Ana with another sanctuary city to consider how progressive Santa Ana's city policy is in comparison with other U.S. cities.

Students are expected to complete all of the assignments throughout the class, in addition to the required readings. Active participation in discussions and the simulation, as well as preparation for the various group presentations is required.
Autumn and Spring 2021-2022
- Group presentations grade (sessions 2, 3 and 4): 50%
- Individual written grade (policy paper and simulation participation): 40%
- Sanctuary city policy analysis: measuring Santa Ana's progressive policy against another sanctuary city – individual paper: 2-3 page policy analysis ;
- Individual participation grade: presenting your policy paper and participation in the simulation: 10%
The pedagogical format will vary based on the week's agenda, including lectures, group presentations, role-playing, simulations and class discussions.
